The Vancouver Plan identifies 25 Villages envisioned as vibrant hubs with diverse housing options and essential shops and services within a short walk, bike, or roll. The current planning program focuses on 17 Villages, with work on the remaining eight addressed through other planning programs.

In November 2024, we asked the public what they loved about their Villages, and what would help these areas thrive in the future. That feedback, together with additional analysis and technical work, helped shape the emerging directions and draft land use changes, including:

  • Allowing new housing options up to six storeys to support a mix of households, including young people, families, and seniors

  • Adding more shops and services within walking distance to meet daily needs

  • Creating opportunities for safer, greener, walkable streets and more welcoming public spaces

Public input 2025

Between November 5 and December 12, we hosted virtual and in-person open house events to share information on the proposed updates and listen to feedback. We also gathered input through an online survey, as well as stakeholder and youth engagement.

Thank you to everyone who filled out the survey and visited us at virtual and/or in-person open house events.

Next steps

Stay tuned for the release of the draft Villages Plan in May 2026.

In November 2024, we asked the public what they loved about their Villages, and what would help these areas thrive in the future. That feedback, together with additional analysis and technical work, helped shape the emerging directions and draft land use changes, including:

    Between October to December 2025, we asked the community to share feedback on the draft land use plans and emerging directions for each of the 17 Villages, with a particular focus on land use boundaries, as well as input on transportation, public space, access to nature, and community infrastructure. This report summarizes the engagement activities in this phase and presents overall findings and comments from the Talk Vancouver survey and youth engagement events. There were more than 2,600+ total engagement touchpoints during the second phase of work.

    Key findings:

    • 1,970 survey respondents
    • General support or neutrality toward proposed residential and retail boundaries, with openness to more housing and retail but concerns about scale, traffic, and neighbourhood character.
    • Strong desire for safer, more accessible streets with better bike infrastructure and transit.
    • Broad support for safer, greener, and more welcoming public spaces, alongside concerns about maintenance and safety.
    • General agreement that the emerging directions would improve access to nature, with some concern about tree canopy loss.
    • Support for emerging directions on community facilities, with concerns about funding and maintenance capacity.
    • Youth emphasized vibrant, inclusive, people-focused spaces with better connections and affordable amenities.

    The Villages Planning team participated in convening two Urban Indigenous Engagement Events, held as part of phase 1 and 2 of the Villages planning process:

    1. Urban Indigenous Engagement Framework Pilot (Saturday, October 26, 2024)

    2. Urban Indigenous Engagement Workshop (Tuesday, October 21, 2025)

    Each event was designed to ensure that Urban Indigenous voices are not only heard but meaningfully reflected in the Villages planning and decision-making processes. The goal was to listen carefully and involve Urban Indigenous Peoples in a thoughtful and respectful way.

    Key findings:

    • Strong call for affordable, culturally grounded housing that supports Elders, families, and Indigenous ways of living, while addressing displacement and delivery barriers.
    • Desire for community-led, identity-rich development with Indigenous design, cultural spaces, and inclusive engagement of underrepresented urban Indigenous residents.
    • Support for mixed-use areas that meet daily needs, sustain small businesses, and improve access to food, including community gardens and local food systems.
    • Concerns about mobility, transit affordability, and livability, alongside the need for accessible infrastructure, green space, and thoughtful planning approaches.

    The Villages Planning team retained a group of consultants to forecast future retail and service commercial opportunity across the Villages planning areas. The report outlines the methodology, assumptions, and projected retail demand for each Village, along with recommendations for where future retail space should be located. It builds on earlier findings from the Phase 1 report. The retail opportunity projections in this report were used as one of the inputs to determine the size and location of the proposed new mixed-use areas in Villages.

  • Updates to Village land use areas

    We’ve updated the Village boundaries, now referred to as draft land use areas, based on additional technical work and what we heard during Phase 1 of engagement. The draft land use areas were developed in a few key steps:

    • A retail study identified how much retail space will be needed in the future.

    • Retail expansion areas were mapped for each Village using best practices and considering the unique conditions of each neighbourhood.

    • Using a five-minute walking distance (about 400 metres) from these retail expansion areas, we determined where low-rise residential buildings (3–6 storeys) could go, keeping homes close to shops and services.

    • Finally, we refined these areas based on Phase 1 engagement feedback, on-the-ground conditions, and directions from the Vancouver Plan.

    The draft land use areas shown in the map below are not final and will continue to be refined as we gather feedback from the community throughout this next phase of engagement.

    Hiện nay, Chương trình Quy hoạch Làng Đô thị (Villages Planning Program) đang bước vào Giai đoạn 2: Các Ý tưởng và Định hướng Mới.     Kế hoạch Vancouver (Vancouver Plan) xác định nhiều khu vực sẽ trở thành Làng Đô thị trong tương lai - những khu vực sẽ phát triển thành các trung tâm sinh động với nhiều lựa chọn về nhà ở cùng các cửa hàng và dịch vụ thiết yếu trong phạm vi có thể dễ dàng đi bộ, đạp xe hoặc sử dụng phương tiện có bánh lăn từ nơi làm việc hoặc từ nhà.

    Hiện nay, Chương trình Quy hoạch Làng Đô thị (Villages Planning Program) đang bước vào Giai đoạn 2: Các Ý tưởng và Định hướng Mới. Dựa trên những gì ghi nhận được trong Giai đoạn 1, chúng tôi đang chia sẻ các ý tưởng và bản dự thảo quy hoạch sử dụng đất cho các Làng Đô thị, cho thấy những vị trí có thể dành cho các công trình như chung cư, cửa hàng và dịch vụ.

    Từ nay đến thứ Sáu, ngày 12 tháng 12 năm 2025, quý vị có thể tìm hiểu thêm về các ý tưởng và định hướng mới cho các Làng Đô thị, tham dự một sự kiện và đưa ra ý kiến phản hồi của mình.

    Phản hồi thu thập được qua đợt lấy ý kiến này sẽ được sử dụng làm thông tin đầu vào cho Quy hoạch Làng Đô thị cuối cùng và các khu vực thay đổi phân vùng do thành phố khởi xướng sẽ được trình lên Hội đồng vào Mùa xuân năm 2026.
