The Vancouver Plan identifies 25 Villages envisioned as vibrant hubs with diverse housing options and essential shops and services within a short walk, bike, or roll. The current planning program focuses on 17 Villages, with work on the remaining eight addressed through other planning programs.
In November 2024, we asked the public what they loved about their Villages, and what would help these areas thrive in the future. That feedback, together with additional analysis and technical work, helped shape the emerging directions and draft land use changes, including:
Allowing new housing options up to six storeys to support a mix of households, including young people, families, and seniors
Adding more shops and services within walking distance to meet daily needs
Creating opportunities for safer, greener, walkable streets and more welcoming public spaces
We would like to know what you think about these proposed changes!

Updates to Village land use areas
Share Updates to Village land use areas on Facebook Share Updates to Village land use areas on Twitter Share Updates to Village land use areas on Linkedin Email Updates to Village land use areas linkWe’ve updated the Village boundaries, now referred to as draft land use areas, based on additional technical work and what we heard during Phase 1 of engagement. The draft land use areas were developed in a few key steps:
A retail study identified how much retail space will be needed in the future.
Retail expansion areas were mapped for each Village using best practices and considering the unique conditions of each neighbourhood.
Using a five-minute walking distance (about 400 metres) from these retail expansion areas, we determined where low-rise residential buildings (3–6 storeys) could go, keeping homes close to shops and services.
Finally, we refined these areas based on Phase 1 engagement feedback, on-the-ground conditions, and directions from the Vancouver Plan.
The draft land use areas shown in the map below are not final and will continue to be refined as we gather feedback from the community throughout this next phase of engagement.

The Villages Planning Program is now in Phase 2: Emerging Ideas & Directions. Building on what we heard in Phase 1, we are sharing ideas and draft land use plans for the Villages, showing where things like apartment buildings, shops and services could go.
Between now and Friday, December 12th, 2025, you can learn more about the emerging ideas and directions for Villages, attend an event and provide your feedback.
Feedback collected through this engagement will be used to inform the final Villages Plan and areas for city-initiated zoning changes presented to Council in Spring 2026.

Hiện nay, Chương trình Quy hoạch Làng Đô thị (Villages Planning Program) đang bước vào Giai đoạn 2: Các Ý tưởng và Định hướng Mới. Dựa trên những gì ghi nhận được trong Giai đoạn 1, chúng tôi đang chia sẻ các ý tưởng và bản dự thảo quy hoạch sử dụng đất cho các Làng Đô thị, cho thấy những vị trí có thể dành cho các công trình như chung cư, cửa hàng và dịch vụ.
Từ nay đến thứ Sáu, ngày 12 tháng 12 năm 2025, quý vị có thể tìm hiểu thêm về các ý tưởng và định hướng mới cho các Làng Đô thị, tham dự một sự kiện và đưa ra ý kiến phản hồi của mình.
Phản hồi thu thập được qua đợt lấy ý kiến này sẽ được sử dụng làm thông tin đầu vào cho Quy hoạch Làng Đô thị cuối cùng và các khu vực thay đổi phân vùng do thành phố khởi xướng sẽ được trình lên Hội đồng vào Mùa xuân năm 2026.

El Programa de Planificación de Villas se encuentra ahora en la Fase 2: Nuevas ideas y orientaciones. Basándonos en lo que escuchamos en la Fase 1, compartimos ideas y borradores de planes de uso del suelo para los villas, mostrando dónde podrían ubicarse edificios de apartamentos, tiendas y servicios.
Desde ahora y hasta el viernes 12 de diciembre de 2025, puede obtener más información sobre las nuevas ideas y orientaciones para los villas, asistir a un evento y dar su opinión.
Los comentarios recopilados a través de esta participación se utilizarán para fundamentar el Plan de Villas final y las zonas donde se realizarán cambios de zonificación por iniciativa de la Ciudad que se presentarán al Consejo en la primavera de 2026.

The first phase of engagement involved various activities, including a Talk Vancouver survey, online and in-person mapping activities, online information sessions, in-person open house events, targeted neighbourhood house information sessions, and other key stakeholder meetings. There were more than 3,000+ total engagement touchpoints during the first phase of work.

Summary of key findings from engagement:
Many proposed Village areas do not currently meet residents’ daily needs.
Respondents want more restaurants, grocery stores, and retail.
Local businesses, especially food and beverage establishments, shape Village identity.
Parks and green spaces are highly valued public spaces, but unevenly distributed.
Strong demand for more informal, social public spaces, including quiet seating, outdoor dining, and markets.
Suggestions for various transportation infrastructure and transit route improvements to better meet mobility needs across many Villages.

Preliminary boundaries are based on this approximate distance and consider other key elements such as major roads, parks, schools, and other neighbourhood types identified in Vancouver Plan.
We will continue to refine boundaries as we receive feedback throughout the engagement process.
